2016-prohibited-list-cover-en-fullThe 2016 List of Prohibited Substances and Methods is now available

The 2016 List, valid as of January 1, 2016, is currently available in English. All details can be found HERE.

Therapeutic Use Exemptions (TUE)

All UIPM registered athletes who need to take medication/treatment which is on WADA’s Prohibited List must submit a Therapeutic Use Exemption (TUE) application if they want to take the medication/treatment they need while continuing to compete.

If the international athlete does not already have a TUE granted by his/her National Anti-Doping Organisation (NADO), he/she must apply directly to the UIPM.

If the Athlete already has a TUE granted for national-level competition by his/her NADO, that TUE is not automatically valid for international-level competition and it is necessary to apply to the UIPM for recognition. If the TUE meets the criteria set out in the International Standard for Therapeutic Use Exemptions, then the UIPM will recognize it for purposes of international-level competition.

TUE applications are sent to the UIPM (anti-doping@pentathlon.org) by the athlete or through the athlete’s National Federation no less than 30 days before approval is needed (i.e. competition). If this is not possible, the urgent basis of the application should be indicated.

TUE applications will not be considered for retroactive approval except in the cases mentioned in article 4.3 of the International Standard for Therapeutic Use Exemptions.

The initiative of renewal of a granted TUE is under the athlete’s responsibility.

ARTICLE 5.7.1 – Exemption Application Form and Procedure

Pursuant to Article 5.7.1 of the 2015 World Anti-Doping Code (Code), National or International-Level Athletes in a Registered Testing Pool who retire and then want to return to active participation in sport must make themselves available for Testing by providing 6 months prior written notice to their International Federation (IF) or National Anti-Doping Organization (NADO) before they can compete in International or National Events. However, also pursuant to Article 5.7.1 of the Code, an Athlete may apply for an exemption to the aforementioned 6-month written notice rule where the strict application of the rule would be manifestly unfair to the Athlete.

An athlete wanting to benefit from an exemption to the 6-month written notice rule must file a request in writing to their NADO and the relevant IF using the exemption application form available on WADA’s website.

When making their decisions, IFs and NADOs must use the exemption decision template provided by WADA. Once the relevant IF and NADO has rendered their decision and provided it to WADA, WADA shall make a final decision on the athlete’s request.

We encourage all stakeholders to inform athletes who retire and athletes wishing to return to competition after retirement of the existence of the above-mentioned exemption forms.
